In this gloomy situation don't be panic, observe topics on blogs (getting maximum number of comments) and write relative articles, comment on blogs in your niche, maintain good post, give some time and follow these tips below to attract more readers to comment on your blog.

Whenever you think your post required an opinion don't forget to ask your readers a question, it encourage your readers to leave comment.
2) Interact with Commentators :
Always respond (reply back) to the comments of your commenter (let them know you are reading and giving value to their comments) to continue the flow of discussions.
3) Reward your beloved Commentators
They are investing their valuable time in your blog, so why not shows that you love them also.

Comment back in your commentators blog, it will increases the chance for them to visit your blog again.

Install top commenter box, it will link back to blog of those commenter who have commented most. Now a days, it's the most important that inclined readers to comment (even me) in a blog. Because it plays a vital role in increasing PR and traffic.

And why not run a contest for your commentators like hellboundbloggers. Per moth he give away two 125x125 spot in his blog to his top two commentators.
4) Avoid

Time is important to everyone, so don't force your readers to register in order to comment.

Don't make your comment form too complicated. Do not add too complicated spam checking mechanisms.
Do not take the visitor to a different site (pop-up window) in order to comment.
In a word make the commenting process as easy that anonymous readers can comment. Because your sole purpose is to get more comments.

For blogger platform you can use any of the commenting system 1) http://www.backtype.com/ 2) http://intensedebate.com/ 3) or http://www.disqus.com/ (I'm using it) that will make able commentaters to 'subscribe by mail' functionality. Through which they get e-mail notification of further comments. Which encourages commentaters to come back and take part in the conversation.
B.. Few peoples are somewhere shy, they need tips to start contributing through comment. So if possible then just after publishing your post you can ask your friends (and fellow bloggers) to comment on.
I think (according to my knowledge) I cover most of the useful tips to increase comment in your blog. Yet it's possible I forget something.
